PAWEES2014 International Award Speech


Dr. Tai Cheol Kim

Professor Emeritus, Chungnam National University, Korea

It is my great honor to receive an “International awards” in the 2014 PAWEES conference.

I’d like to express my sincere gratitude to Taiwanese Society TAES, Japanese Society JSIDRE, and Korean Society KSAE, and also to the National Societies of Indonesia, Malaysia, and Thailand.

It was my fortune to be a member of the foundation of PAWEES in 2002. Since then, we, PAWEES members, have promoted the academic level of agricultural engineering through presenting research activities, and shared the sincere friendship through exchanging experiences on environmental ecology in paddy farming. We have extended our knowledge and expanded our partnership to secure irrigation efficiency, high productivity, and sustainable agriculture. It is our responsibility to conserve the paddy farming and improve the rural community. The multiple roles of paddy field and irrigation water have recently drawn the interest in Asian monsoon regions. The characteristics of paddy farming and its multi-functionality should be correctly evaluated, and its real value should be clearly highlighted as much worthy as it has.

Moreover, I am very proud that PAWEES participate actively in the WWF7 in 2015 and initiate the themes “Modernization of irrigation scheme” and “Water quality management for agriculture and environment” as a session co-coordinator. It is another move-forward challenge of PAWEES activity along with upgrading of PWE Int’l Journal and the collaboration with the ICID.

Lastly I really appreciate all of you, PAWEES members, for the cooperation and advice during my Presidency of PAWEES 2011-12, and Vice-presidency of ICID 2011- 2014.

I hope all of you have a fruitful conference and enjoy staying in this beautiful city Kaohsiung.

 Outstanding Achievements and Contributions in Water Resources Management –

 Dear President Yang, dear Colleagues,

I want to thank PAWEES for recognizing me with this very great honor, which is a very important encouragement and milestone to me. An award like this is a reflection of many people who have supported me throughout my career. The supportive power has made who I am today.

PAWEES is an esteemed international society that has made great and significant contribution to the world since her commencement, particularly in the fields of agriculture, water, environment and modernization of techniques. With the great efforts made by all members, the importance of PAWEES has been well acknowledged, which can be proved by the increasing number of countries to join PAWEES conference, the increasing number of papers submitted to the SCI journal of PAWEES, Paddy and Water Environment (PWE). I feel honored and gratitude to join PAWEES, and I am very glad to have the chance to serve PAWEES with my professionalism and enthusiasm.

Taiwan is located in Monsoon Asia. The water resources, meteorological conditions and hydrological environment in Taiwan are unique. Due to climate change and global warming effects, the frequency of extreme events such as floods and droughts has increased drastically for the past decades. Therefore, evolutionary technology and modelling techniques gain more attention nowadays. Taiwan has long term dedicated to managing flood control and drought mitigation though developing cutting-edge techniques/solutions, and outstanding achievements have been made. For the past twenty years, I have endeavored with great interest to conduct researches in technology revolution and the modernization of computer-based modelling and simulation, particluarly in the fields of intelligent controlling theories (including artificial neural network, fuzzy theory, genetic algorithm) and the interdisciplines of agricultural engineering, hydroinformatics and ecosystems. My developed novel technology/solutions have been applied with success to governmental projects in various fields comprising integrated water resources management, eco-hydrosystems, hydro-meteorology, etc. I found my research and job rewarding in ways I had never expected. For example, the exploitation of research results extends to: publishing more than 170 papers in peer-review journals; participating in international activities including the coordination of international collaboration projects and joint publications of research results in SCI journals with experts in Asia, Europe and USA; and serving as the Associate Editor for the Journal of Hydrology.

I would like to end with a few personal thank you. First of all, I would like to thank my family, friends and students for all of their continued support throughout my life. I would like to express my cordial gratitude to President Wei-Fuu Yang and colleagues of PAWEES for the contributions they have made in making PAWEES such a wonderful society that attract more and more experts to join during the years. And finally, I would like to thank my colleagues such as you, many of whom are infinitely more deserving of this award than I am.

First of all, I am honored to join in PAWEES2014 after our last meeting in PAWEES2012 in Thailand.

It is my great pleasure to receive the PAWEES International award 2014 because the award reflects the importance of the regional and international academic collaborations especially in the area of water, irrigation and environment  in this monsoon region which is now being affected from the recent country’s socio-economical development and changing climate.

After joining as a lecturer in Chulalongkorn University in 1984, I started my research on the pilot project on Pond storage experiment in NE Thailand under JICA scheme  and recently, with the results from basic research in the field of water engineering,  I had been involved in the development of a university research network in the country to conduct the group research on provincial water planning process/techniques to help the provincial development committee conducting the systematic water planning  to back up each provincial socio development plan.  This research activity made me understand the importance of the  integration and management of resources, environment, socio-economics and community.

For the international collaborations, I had chances to get involved with some international collaborative research projects such as climate change in irrigation system under JIID-RID-CU (2009-2013), Thai-China climate-water research group under Thailand Research Fund (TRF, 2010-2014), Disaster Resilience City Program under Kyoto U- Kasetsart-AIT-CU (2012-present), UNU (2010, 2012), AUN Seednet (Natural Disaster, 2011-present).

These research knowledge and experiences are very valuable and had linked the research to the education advancement.

To exchange and share knowledge in the regional/international arena, I was also involved in organizing societies and conferences, i.e., IGS2009 on Groundwater, EIT-WR International Conference, PAWEES 2012 in Thailand, CU ASEAN workshop on water disaster and climate change and the coming THA2015 in January 2015 in Bangkok, Thailand.

As you may already know that after December 2015, ASEAN is going to start her ASEAN Economic Community (AEC) and food and water security will be a main common issues in the regional planning and development.  It will be a good chance for PAWEES to extend the network and play more academic roles in knowledge integration and transfer in this coming new AEC era.

On this occasion, I would like to express my sincere thanks to PAWEES Awarding Committee to give me a great chance of the PAWEES International Awarding today.  Lastly, I would like to thank my respectable sensei(s), all research supporters and research team members. Without them, I would not be awarded today. Thank you to all ceremony participating members today.
